Are you running the game on Steam? If so, there is no way to downgrade. If you have a disc, uninstall the game completely and reinstall it and you should be good to go. :)

I downgraded eflc to 1.0.2.0 but a whole different set of complications arose lol, I'm gonna kept trying today in just going to reinstall the game and get a fresh slate and retry

After you reinstall, try and install 1.0.7.0 from https://support.rockstargames.com/hc/en-us/articles/200145406--May-28-2010-Grand-Theft-Auto-IV-Patch-7-Title-Update-v-1-0-7-0-English-1-0-6-1-Russian-1-0-5-2-Japanese-

Yes it is a separate addon!

So i tried installing the mod i even downgraded my gam and no luck i went to the hospital hit F and noting happend i have script hook and advanced hook as well...Any advice?

This is way outdated as far I know 2014!!!

someone help when i try to go into the fire station (any) or use the fast start method then it just gives black screen and thats it back to normal niko no station choose or anything i already have advanced hook and script hook and im using simple native trainer for laptop my game version is 1.0.7.0

edit: ok so i found out that if i replace the vehicles then what i said earlier just happens but if i keep the original vehicles form gta 4 then the mod will work
