After a quick look on google I found the Crown Vic in the video: http://gtapolicemods.com/downloads.php?do=file&id=2609

One with the correct hubs but not lights:http://gtapolicemods.com/showthread.php?5682-REL-LCPD-Detective-Ford-Crown-Victoria

Another similar one: http://gtapolicemods.com/downloads.php?do=file&id=2533

It will be hard to find one with exactly that requirement and you'll most likely have to make a small sacrifice somewhere on that list. Alternatively, like you say you could request someone to make it for you.

o you found that one? nice.

both are nice, but i think id prefer to have one made for me.  however i do really like the one from gtapolicemods.com as a standard unmarked.  in fact i think it is my favorite regular unmarked that iv see so far for gta.  so thank you for your suggestions!

i feel bad asking ppl since they have done so many models already.  i would make a model myself, but i dont the skills or the time to focus on learning it right now.

Regards and Thanks,
