It may be possible, but I believe it's hard-coded into the game, I may be wrong though.

I thought the AI already did use the other sirens. I have heard the ambulance use yelp or phaser with some horn. The firetruck also uses yelp and the airhorn.

All emergency vehicles use different tones from time to time, but most of the time they're stuck on wail. A mod like this is a great idea.
