Is there anyone with a mod, or who knows how to enable Cole Phelps to dress in the beat uniform outside of the patrol desk? I haven't seen any mods out there for it at all and was hoping someone knew how, or at least a trainer type thing where you change characters like.

I've searched all of the internet for this. I never found anything. What they should have done was make a free roam in the patrol desk, like there is for all the desks. It could have all of the street crimes for every desk. The only issue with having all of the crimes would be having to redo some of the acting for the cutscenes since you would have a different partner.

Well that's rockstar for you, at least when people asked for one with square enix's title, Sleeping Dogs, they actually got off their as*es and did it.
