The speed is just the handling line, which is completely separate from the car. And what do you mean by "badass"? Any types of car you're looking at?

Make sure you don't just import the files; select the files for the car you want to replace and hit "Replace".

To edit handling, open handling.dat in the common/data folder (open with a text editor). There are a ton of comments at the beginning describing to some extent what the values do, and then a line for each vehicle. Find the line starting with the name of the car you're replacing, and edit that line. I can't give you much help on which columns to change and how; I would try to find the columns with something closest to "torque" or "acceleration", but I don't know enough about cars to know what some columns do.

Could anyone link me to a car pack with an emergency light mod? I keep gettin these car packs, but the lights won't work :/
