A few weeks ago I got GTA V, and all I've been think about while cruising around San Andreas is "Wow, this would be awesome to patrol in an LSPD:FR mod!"  I would like to request that someone take the map from GTA V and either port it or make an (almost) exact replica of the map for GTA IV compatible with Braveheart's Police and EMT callouts.

That's quite a hefty request, and would probably require a team to complete such a task; however, if you haven't heard about it already, Los Santos is already being converted to IV:

I already made a topic about a GTA V map conversion >here. The map is extremely buggy, but it's better than nothing, GTA V hasn't come out for PC yet, so it is much more harder and trickier to convert the files, it's a miracle that this was even possible. This mod is unstable at the moment as it's an alpha, so I would not expect it to support the mods you stated above, but many people can easily run many mods using this map. There are also a lot of uneducated folk out there, so let me clear something up: This is a map conversion only, the missions and other scripts can not be converted from the game, this in not a port, but other models models/textures can be converted. A replica would take a while and wouldn't look as nice as the vanilla V map so I doubt that anyone will do it. Sorry if this came off as  douchey

Will it work with LCPD/LSPD: FR and/or Braveheart's Policing script?

It does not work with LCPDFR callouts, nor will it ever (we don't support map mods, especially not massively copyright-infringing ones like that one). Traffic stops should work OK, but we can make no guarantees about anything on a modded map.
