I am running a HP Pavillion 16 laptop with Windows 8.1. The laptop by default comes with 4GB of RAM, but i installed a second 4 GB stick so i have 8 GB.

I have LCPDFR mod installed on my GTA IV. Here are my system specs:
Windows 8.1 64-bit
AMD A8-4500M APU with Radeon HD Graphics
System memory: 8GB Kingston 1600MHz
Graphics device: AMD Radeon HD 7640G
I have over 200 GB free on my hard drive

 

Game randomly crashes, seems to be mostly when i aim the target of my gun, but sometimes is totally random.

Is my computer capable of running LCPDFR?

Technically it's not capable of it, no. The minimum requirement for the game's CPU is 2.4GHZ. Yours is clocked at 1.9 by default. It can go up to 2.8 with it's TurboCore function, but in order to do that, it has to disable three of the four cores, and it will depend on what's happening on screen. The CPU constantly adjusts itself depending on whether speed or work load splitting is more effective. You also do not have a dedicated graphics card. The "Radeon HD 7640G" is built into the CPU and has no dedicated memory of its own. And even if it did, mobile chip sets aren't supported. The game may install and it may run for a while but no, by the books your PC isn't up to par.

One important thing for everybody to remember: LCPDFR doesn't have any minimum requirements to speak of. LCPDFR is a series of scripts that manipulates a pre-existing game. So don't worry about running LCPDFR, worry about running GTA IV. If your PC can run that game stock, you can run LCPDFR. Introducing other things like car mods and graphical enhancements can throw a wrench in the works for sure, though. And that's very tempting for people who want to turn the game into a fancy police sim.
