Can't Use Chat In Free Mode in GTA IV PC.

So I was playing in Free Mode with the clan im in and I go to us the chat, and it wont let me. In the corner it says something like You Do Not Have Sufficient Permissions To Use Chat. Any one know what that means and how to fix it?

Press 'Home' to bring up the GFWL client and click on Account Management. This will minimize the game bring up the Xbox Live Management page in your web browser. From here, sign in using your Live account, then click on Privacy Settings. In the Text and Voice Chat section, make sure that it is set to 'Everyone'. Then 'Save', exit the browser and continue the game.

I tried that, but couldn't find the Text and Voice Chat Section.
