I would like to know if it works in multiplayer just like in campaign? It would be awesome to play with my friend and play cops and robbers.

It works, However, LCPDFR Was never fully optimized for multiplayer, Expect Crashes, Glitches etc (especially with car mods/ELS, And multiple scripts, I suggest you have a vanilla copy of Gta IV while playing online) , Me and my friend play all the time, We go busy to ignore all the call outs and just do traffic, Its a blast to have a real person be your back up in a chase , JAM.

Vanilla copy means a stock copy, right out of the box. No modifications at all (depending on the context, it could also mean GTA IV 'vanilla' as opposed to GTA IV EFLC).

For stability reasons, it is best to have every person using the same files, just to avoid possible problems. Custom cars tend to spit out SMPA60 errors whilst playing. Car colors don't always have to match, but it may be best to make sure your vehicles.ide matches the other player's.
