The one I'm talking about is one you'll have to make. The spec maps for models that are already made will be located in the model's .wtd file which can be explored using programs such as OpenIV and SparkIV.

They may well could be. Spec maps range from being the texture itself to another random texture. Spec maps basically control the 'shine' of something. For something to be a matte colour, you'd want a really dark spec map and for something that's shiny, you'd want a light spec map.

I guess. I've never tried my hand at ped modeling. But judging by the name it is the spec and replacing it with a 8x8 black image will make it so there's no shine to it.
