Do you think a "Vehicle Functions Wheel" linked with a sub option in the 'Radio Selection Wheel' would work? 

 

1. Open up the RSW, hover to VFW circle.

 

2. Now select VFW, In this wheel there are various vehicle controls such as indicators, ignition, and various other options including siren and emergency lighting controls.

 

3. To return to the RSW select the radio sub option.

    I'd hate to burst your bubble but GTA V does not have any way of silencing the siren so you can have lights only operation. It may randomly not play audio due to glitches or via extremely rare player
