I restored backup of GTA IV and then installed all the mods in the order of: LCPDFR 1.0b ELS V7 police helper with:METT and medical examiner and towing service. then using OpenIV for the Los Angeles Emergency Service Pack. Then I used the LaunchGTAIV.exe to launch the game. Enter my account, play. AAAANNNDD. Black screen.

Any error logs you have post them please.

 

Also, try running the game without the LAPD vehicle pack because vehicle models are quite often the cause for instant crashes.
