First off, the crashing:

Are you using ELS for the main vehicles that spawn? (I think it's only police and police2 for EFLC, but idk)

If you are, then this is most likely the problem. For whatever reasons, and lack of a better explaination,
ELS
and
LCPDFR
don't always get along well, thus causing the game to crash. The best way to get around this, but still use
ELS
is to only enable
ELS
for the vehicles that don't spawn normally. (For example, fbi and noose)

Now, as for the callouts:

As far as I know, the Dev's are aware of this issue(?). There is a key that you can press ingame at this time to force a call out, but I can't think of what it is off the top of my head. Also, you can go to the FirstResponce.ini file, and play around with the callout numbers. (chancecrimeiscommited, or something along that line)

Okay about the callouts, what should i do exactly?

Well, I don't have a working PC with GTA yet, so I don't remember exactly...In the FirstResponse.ini, there is a section with three-four options, and the first one is something like "Chance Crime Is Commited." Either raise that number, or lower that number. You can also try to decrease the callout timings which should be right under this option.
