1. Download LCPDFR 1.0 off of this site (no where else)

2. Ensure that your game is on update 1.0.7.0 or higher (if it is a steam copy it will be automatically updated)

----------------

Recommended for a better experience:

1. Download ELS 7 off of this site ---> to install place the downloaded files in your gta4 directory (need winrar)

2. Download SPARKIV ---> install SparkIV and path it to your directory then press browse and scroll down to 'cdimages', you will see componentpeds, pedprops, vehicles and weapons. Download some police vehicles and uniforms off of this site and install them by importing them into the game using SparkIV

3. Download Braveheart (for additional callouts) and Police helper (for more options) and drop them in the scripts folder in your gta4 directory

If you can figure that out then you will easily be able to install an array of police mods that will better your policing experience
