ENB Giving Fatal Error

I just installed this ENB:http://www.gta4-mods.com/misc/neolux-enb-v12-f10212. 
After i in stalled it the game when it loads the black screen flashes then the game closes and i get this message, "GTA IV FATAL ERROR: D3D Error - Please re-boot your system" 

My Specs.
Processor: AMD FX-8120 (3.1ghz)
Ram: 6GB
Graphics: AMD Radeon HD 7670
OS: Windows 8 (64-bit)

I'm not 100% sure, but it could be to do with the fact that you might not be on patch 1.0.4.0.

Oh i didn't realise ill look for a 1070 patch one and see if it works

Ok so i got one for the 1070 patch but now my screen is flickering

Flickering it what way... I experienced two different types of flickering on two occasions...

Basicly the mini map and the weapon hud like appear then dissapear. and when i pause the game the pause menu does the same thing.
