Will tweaking the game make it better? Or playable? Like lowing graphics, disable shadows, etc.?

I guess it must have to do with my set up then, idk. I ran into a bunch of errors installing last year:

Its not that is my graphics.

Would theses be better graphics? I found them in windows 7.

Umm... what? Last year being my problem? I still have the same problems if I try it again this year, I'm just pointing to the thread where I had problems last year.

No. You need something in the GTX series (for example). Do not use intergrated graphics cards. They cannot handle GTA IV. 

With a Intel HD Graphics 3000 384 MB - it's probably not even worth trying to play GTA.
