Currently, you're unable to report downed officers to dispatch using Alt+E and the paramedic system is shoddy at best, so the officer is just left to die on the ground. I'm suggesting that you be able to report downed officers in the same way you report downed suspects, giving the paramedics a precise location of the officer so they can actually do something.

If you have a injured person/officer just us Vdh Police Helper and call the paramedics from the helper mod it works the same way as the coorners mod. The paramedics will show up, get out, look at the bodies, tell you how they were injured, then take the body away. Also in Vdh the ambulance drives civilized.

Either I fucked up installing vdH or it doesn't work with LCPD:FR v1.0 I fucked it up. Still though, downed officers should be given higher priority than a downed civilian (ie, EMS Priority 1 rather than Priority 2/3).
