Whenever I receive a callout, it always has the controller say "Disregard", it happened so often that I just decided to open up the console, and it looks like it the "Disregard" thing is actually just a mask for error message. IS it just my computer?

It could be your computer not being able to spawn the event properly. What kind of mods are you using? Legal copy of the game? 

Yes I own a legal copy of the game, and I am using ELS, and 3MB cars. 

Do you still get the disregard error if you're using vanilla cars? 

Turn your settings down a bit AND/OR revert to lightweight cars.  First thing; I'd revert the cars to non-els for police-police4 (low poly GTAV cars or vanilla default cars - under 1meg).  Only mod up non spawning slots with higher-poly ELS cars.  That should alleviate the spawning issue, by leaving more room for spawning of call-outs.  

 

If still errors, then try moving your graphic sliders down (car density, detail, ect).  Hit that right balance with LCPDFR, mods and your rig, you'll get good to excellent game play.
