Windows 8.1 does not conflict with GTA Iv or any mods that run on it. Post your specs and this may reveal the answer.

    Are you using CD or Steam Version?

    Recommendations:

    1. Run Compatibility as Windows 7

    2. Run as Admin

    3. Update to v1070

    I bought mine from gamestop online
