can windows 8 run lcpdfr??

GTA IV will work fine on Windows 8, and as such LCPDFR would work fine. Several users are using that without isse :) The only thing required is a legal, up to date version of GTA IV or EFLC. 

What if it is an illegal version? I have that question since a friend of mine downloaded the mod and can play it but it crashes like a car with no driver at 100MPH. If it aint legal then the mod will not work and thus crash often?

Cracked copies of GTA IV aren't supported.

He must be a lucky chap then hahaha xD I'm saving up some $$$ to buy a controller and GTA 4 in my brothers desktop for his steam and for Dayz .-. I'm broke dang it

You should probably have asked this in a different thread rather than 'hijacking'  winrrar808's one.  It doesn't matter whether or not you have illegal or legal copies at the lowest level of analysis.  The thing that matters though is that illegal copies tend to have problems, errors, viruses, etc.  That, and we won't support people that have illegal copies as without people actually paying for the game, this PC version of it wouldn't exist.

Did you run it like an administrator? unchecked the read only option in the folder of GTA?

For me disabling that option helped me out but I dont know if it was LCPD:FR fault or another mod that made my game crash and I cant check since I have WAY too many mods to take off and put back in without destroying my game folder.
