They actually don't, Chevy stopped the Impala 9C1 and replaced it with the new Caprice 9C1, aka. Holden Commodore. There's only once 9C1 at the time.

GM's sales materials disagree: both Caprice and Impala Police Patrol Cars are option 9C1 (the Impala also has a 9C3 version, which is undercover; their non-sedans use different option codes).
