For example I got an officer with a jacket. And the jacket got two skins, one normal and one for traffic.

So the jacket got two textures but has the same model. Just like liverys for a car.

It's very easy. You just need OpenIV. Open the wtd file, choose the texture for the right body part (model viewer will help you), eg. uppr_000_uni_a. Then find the one with the latest letter of the alphabet on the end (eg. uppr_000_uni_b) and extract it, do your edits, rename it to one letter further (uppr_000_uni_c) and import. Done!
