I recommend you to use LCPDFR 1.0 instead, as 0.95RC2 is outdated. If you really want to use that version, run the installer as administrator. 

And also my gta iv says it stopped for unknown reason too last night

Need more information than that. What was the error? Screenshot of GTA IV folder? Specs? Btw, did you use LCPDFR 1.0 instead this time?

i read off of computor my hard disks drive space says OS (C:) 421 gb free of 581

Could you post the specs this way: 1. Go to Piriform and download “Speccy”. http://www.piriform.com/speccy/download/standard

2. Install and run the software

3. Go to File and select Save as Text File.

Now I am a little bit confused though. what is your error at the moment? 

gta iv will not start up it says it has stopped

Try to run the game as administrator. Running the game as administrator: Go to the GTA IV folder, right click on GTAIV.exe, Properties, Compatibility and select 'Run this program as administrator', do the same exact thing to the LaunchGTAIV.exe.

ok i will have to install lcpdfr just incase it works and do my specs look like it will run gta iv

 

and i have installed some mods will those still work with this els and lcpdfr 1.0

 

I'm a little worried about your CPU, it could be a bottleneck. 

 

All mods usually work together, but keep in mind that adding more mods will cause instability.

i only have 6 mods 3 by them selves and a 3 pack

what can i do to improve my cpu

 

It should work fine, but as I said More mods = Less stability. 

EDIT: You will have to buy a new one, you do not improve a CPU just like that.

That depends. Go to your local tech store and ask around. 

like if i just want to use it for gta iv what would it need to be and what would your estimate be?

As I said, that depends, on where you live for example. Anyway, I use a i7 Intel CPU.
