Making mods is free (except when buying the program), so don't offer people money.. unless you want to donate some money.

 

Nearly every modeler will do it for free, you just have to find someone that has time to do it.

As CouthInk4 stated. Most mods are free and there's no point in buying a good mod. There's a lot of them for free, such as LCPD:FR for example. If you'd like to, feel free to donate to any modder you like, just want you to know that's a lot of free stuff out here.
