I have LCPDFR 1.0, police helper and just finished downloading an nypd pack but now when I launch the game it goes through the loading intro, then just back out to the desktop.

 

 

What was the most recent change you made to the game? 

I think I did too much at the same time, recently I change like 5 or 7 vehicles with a nypd pack but i forgot to test the vehicles

 

Also I'm re installing gta iv right so it should act like a unmodded copy right?

That would be it, you need to install all mods one by one and then test the game. 

And yes it should, to be safe; go to the GTA IV directory after uninstall is complete and delete any left-over files.

Is it ok that I went to steamapp/common and then deleted the whole thing?

Not the entire commond folder, but the Grand Theft Auto IV folder after you have removed it from Steam.
