You can hail a cab through the original game. I think it might be broken if you have LCPDFR installed, but 1.0 may have fixed that (I haven't tried). You can also ride the subway. Buses, however, you cannot ride. I don't know of any scripts that lets you.

In GTA IV (don't know about EFLC) the only working public transportation service is the underground: buses will not even spawn &/or drive around the city.

 

But if you need a free ride there's this:

To see buses drive around the city, use this:

Of course (using those two scripts togheter) buses will not follow pre.defined paths.

well... It's something to do for an programmer. anyone that knows how! please request and start making it up...

 

It could be very interesting, I was thinking to start designing something myself.

I don't know nothing about script side, but I don't think it will be that difficult in this case: it seems to me that only simple tasks are requested.

What scares me is the urban planning side: designing bus lines, routes and stops for a medium/big city is not that simple
