It didnt work but im going to try to see if putting the hotfix on makes it work

Data Execution prevention has stopped Grand Theft Auto from working... It only does this with LCPDFR 1.0 if i have .95 it works fine without any problems.

Okay, try adding launch application to DEP. It may help.

1.       Close all active programs
2.       Click on Start > Control Panel
3.       Click on System and Security
4.       Now view amount of RAM and Processor
5.       Click on Advanced System Settings > Performance /Settings
6.       Now click on Data Execution Prevention
7.       Check “Turn on DEP for all programs and services except those I select” > Add and find GTAIV.exe and LaunchGTAIV.exe

Invenio, Investigatio, Imperium

Just uninstall GTA IV, delete any left over files and install the game again. Apply latest patch. Try it. If it crashes on launch, it's a fault with GTA IV, and not LCPDFR
