I know several people have stated this, but I am also having a tough time with initiating a normal traffic stop, as they always end up in a pursuit.

What's the exact process you do when initiating a traffic stop? I have no problems with them, and they work fine. Perhaps the LC drivers on your copy are having an exceedingly bad day? :p

I witness a driver breaking the law in some fashion, I approach the vehicle and hit SHIFT to initiate the stop. He will roll a short distance, then the red arrow will appear on top of the fleeing vehicle, thus beginning a pursuit.

 

The only stop I had that was semi-successful is stopping a taxi, I approached the vehicle on foot to make contact with the driver, and he took off on me, and beginning yet another pursuit.

And they always end up in a pursuit? Have you tried reinstalling LCPDFR? (It's a longshot, I know).
