Anyone know modding program I could use?

Modding is not something you can pick up in a day. It takes hard work and many frustrating hours of pain and agony to make it perfect. I'd suggest to still look around for the model that you want and if you do find it, then great. 

 

In order to make models, you need to have an unlocked model to work with. The issue is, the only unlocked Caprice out there that I know of is by Britishpolicemods, whom took the model from Google sketch-up, meaning it is very low quality and shouldn't really be played around with.

 

However, once you have an unlocked model and are ready, you need to own Zmodeler. I believe the cost for the program is in the 20 dollar range last time I checked but I could be wrong. With Zmodeler you can add things like police equipment to a model. There are countless people and tutorials out there that can help you with modeling and I'm sure, in due time, you'll get the hang of it.
