When selecting a reason for stopping vehicles, add a new option: littering. I've seen some as I drive along.

I think it's a good suggestion but I don't think New York's Finest care if someone litters (I haven't really been there in a while though). Maybe in small clean towns it would be more of a problem. I live in a small city and cops here don't care if I throw trash on the streets,

In my state it's a $1000 fine for littering, we need higher amounts for the tickets, and a possibility for people to refuse the tickets and flee.
