Disabling the ClearRandAiExtras instead of disabling the entire ELS AI (so AI will still use ELS but lights will not be cleared, you'll see some lights on randomly, it's just visually annoying).

I don't remember something else directly related to ELS, maybe except of an error in configuration files.

I did what the ffirst post said, it worked just fine for me. So unless your Lt.Caine himself, I don't know where your facts are coming from that the first post is 90% wrong.

After a few hours of troubleshooting I have connected an odd set of symptoms leading to an SMPA60 crash with the proper solution.

Hopefully this will save others some time messing with settings to try and fix it.

 

For me, SMPA60 ONLY happened when playing as Niko, more specifically, during a pursuit of 3 or more stars.

 

Symptoms:

1. NOOSE backup never seems to show up in a chase nor in LCPDFR.

2. The game crashes (SMPA60) before you can get more than 3 stars.

3. The NOOSE Enforcer is never present in any road blocks, but works fine as a driveable vehicle in LCPDFR.

4. Passing through a roadblock missing the Enforcer triggers SMPA60 error.

5. IF NOOSE support arrives during a chase, the game crashes (SMPA60)

6. NOOSE vehicles frequently appear on the horizon (and show blips) but disappear before they come into focus.

 

Solution:

In my case, all of these symptoms, as well as the SMPA60 crash, were caused by ELS v7 (see bottom of first post in this thread).

Removing ELS completely or disabling ELS just for AI (Ai_Els_Sp = off) fixed the crash for me.

OH MY GOD thank you so much I have it fixed  I turned on els and it would give me the error now I did what you said now it works   thank you so much
