It wasn't released, it was leaked. Someone was going through some files that they shouldn't have and then they uploaded them to YouTube.

It's not leaked, the game's been out for months. Why shouldn't they be able to go through software they own?

I never heard most the stuff that's being sad in the videos. Maybe it will be used in a police DLC

Didn't R* annouce some major Singeplayer DLC's? Heard nothing about a big Multiplayer DLC

Sounds like there will be fire and EMS missions also. 

Someone can do a conversion to IV but it will be weird because the street names are different etc.
