The graphics card isn't necessarily going to solve the problem completely. Yes it is going to help immensely, but if you don't have enough RAM or a strong enough processor, the performance will suffer. I currently run a GeForce GTX 650 and it is a very good graphics card, in my opinion at least, and I get fantastic FPS.

Yea It's not just about the GPU, It's the Ram and your CPU. I have an GeForce GTX 680

The 770's were made to replace the 680's, the 770 is essentially a newer and faster (performance wise) version of a 680.

No, not even close. Notebook/laptop graphics cards are significantly weaker than the full desktop sized cards.

Max is 35 FPS for me, lowest is 9-6FPS.

I currently have a GTX 560 ti GPU and a AMD Phenom II X4 960T @3.0GHz CPU (I'm upgrading to a GTX 770 and a i7 4770K in the next week or so) and I get an average of 20-30FPS on maximum settings while running ELS, car mods and a ENB. 

 

As previously said, it doesn't all depend on your GPU. GTA IV is prone to memory leaks so you'll need good RAM and a good processor too (whatever you do, don't buy AMD).

Ok so the processor speed helps aswell and 8GB ram is good enough.

Nowadays, Laptops only really come with Intel graphics; which are only 32MB / 64MB. If the game is lagging, then turn the graphics settings down to minimum / low.

That's not true. It depends on what kind of laptop you buy. If you buy a laptop made for office duty, of course it won't have a gaming card. 

Yeah. The one I am going for has 16GB ram, 2GB nvidia graphics card and a 1TB Hard Drive.
