It's probably sticky keys. Disable that function (http://www.howtogeek.com/howto/windows-vista/disable-the-irritating-sticky-filter-keys-popup-dialogs/). Also, are you using Simple Native Trainer? And why do you need to hold shift while pressing the F9-10-11 keys?

Shift/F9? you just need to press F9 to issue a ticket, not both, unless I read that completely wrong lol Shift should only be used to initiate the Traffic Stop.

Uhh... so?

You only need to press F9-10-11 keys for their corresponding functions to work. Shift is not needed when pressing those buttons

No, never when those options

appear, you don't need to use the Shift button

Shift to initiate the traffic stop

that's it.

He could have one of those laptops where you need to press the FN key to use the F keys. Some laptops are set up so that you can change the screen brightness and stuff with the function keys, and to actually press F9, you need to hold down FN (or alt or something) and then press that key.

That actually does make a whole bunch of sense, thanks :) Still, no need to press Shift excessively :p

ok folks, i tried it without shift, volume went all the way down - SHIFT F10 made driver exit - SHIFT / CTRL / ALT / FN with F9 made it beep

What is the "FN" button anyway?

That's quite odd though, but I guess it would depend on what computer setup you have.

FN = Function. As br100x stated, it's used by laptops to decrease the amount of buttons on the keyboard, while keeping all the functions by binding several key functions to one button.

its in game really, not playing i hit these keys and no sound comes out, like its working lol - i dunno

There shouldn't be any beeping coming out at all.
