Modding GTA (Questions)

Can anyone explain how to properly mod water.dat? I would like to make it get really high up waves enough to take out the close roads during a storm.. (Making driving have to be more careful during a storm)

Also is it possible to edit a data file to make crime more.... regular? Im using a custom CS file I took code from a diffrent CS file (props to the original creator) made it trigger more often & added a pistol to the ped... but I would like to know if its possible without scripts? The main reason.. I dont know how to script for GTA IV very well? I can get basic functions down with trial and error but it takes longer for me and I dont know how to get peds to hijack cars...

1. Google ENB 1.0.7.0 or ENB for EFLC (which I have used, I know it exists.)

2. Any ENB series mods will generally conflict with any mods that require their own visualsettings.dat file or timecyc.dat file. Sometimes things will work together and sometimes you have to go with either ENB OR another mod. There is a mod called RealismIV that, I believe, creates some pretty dark nights.

1. On the GTAForums thread for Scripthook.NET, the download includes a DLL you can use as a reference in your project (to compile against). I don't know if the 1.7.1.4 (LCPDFR version) download is still there, and there are some things that are added in the newest version. I just use 1.7.1.7 and deal with LCPDFR errors, but it would probably be best to use the LCPDFR version if you can get the dll.

To write scripts, I use Visual Studio 2010. It is the recommended version for .NET scripts. If you don't have it, there is a free version called VS2010 C# Express.

2. I use C#, because I am more comfortable with its syntax. Also, there is an IRC channel on freenode (#gtaivnetscripthook) that provides C# support for SHDN.
