You can use paint.net to make your skins. I find it very easy to use. For some thing more advanced you can download a program called GIMP.

Yes, and also you can change the colors of the lightbar (if it is ELS) by editing those texture files. I haven't had much chance to work on the esperanto, but I'll post here when I'm done. If you'd rather, you can download >this 1989 Ford Crown Vic LTD and just change the lightbar textures to blue. It should also come with a texture template.

Sounds good. I've got GIMP already, I'm just really unfamiliar with it. I'm more familiar with MS Paint, and I know those textures look awful
