I don't believe there is any freeware software that exists that can do that, I only know of one program and that's Zmodeler; but that's payware. 

What Sharp said. We could be wrong though, but zmodeler is the only software I know of.

No worries, Zmodeler 2 is about $22 USD. Just make sure you buy Zmodeler 2, not 3 as I believe 3 can't open GTA IV's vehicle files. http://www.zmodeler2.com/

I think you are out of luck asking for donations. You should save up, it's the best way.
