So the game has been working perfectly until recently. All of sudden the game gets stuck in the loading screen where it shows the different characters. It will just keep looping endlessly and will not start the game. Any help would be great!

Reinstalling the game won't always be the answer, that's the last resort..

 

As he said, is it a legal copy of the game? Are you running the game as administrator? Is it the steam version? Are you using the latest patch? What mods have you installed? List them please. Did you save whilst on duty?

Yes it's a legal copy. I have it on disc. I am running it as the administrator. I have the patch. No I didn't save while on duty. I did reinstall it before and worked perfectly again for awhile but now it's doing it again.

It had work fine earlier with all this on it. It randomly started doing this

Try removing your saves from here: 

X:Users%username%AppDataLocalRockstar GamesGTA IVsavegames

Just delete the two folders within the save games folder?

Yes indeed. You will, ofcourse, lose any progress in the singleplayer section of the game.

Rather than deleting them, just move them for now. That way, if the problem still persists, you won't have lost your gamesaves.
