 I've been messing around with my visualsettings as well as enb series settings and I just can't get my ELS lights to be any brighter. 

 

You guys have any suggestions? Or perhaps a tutorial?

    What ENB do you have?

    ENB Mix by Dax1 from GTA4-Mods.

     

    I just downloaded the Radiance Mod from Gta police mods and it looks way better. So I guess I kinda solved my own problem lol
