Not really cheats, phone numbers with easter eggs.

While most Cheats are input through old-school button entry, the possibility exists that cellular phone codes are also relevant. The Cell Phone does have a direct number entry option -- go to Contacts and press SQUARE (A). Most numbers just lead to busy signals, but occasionally answering machines pick up.

It would seem that most numbers entered with 389-555-01xx (Replace x with a number) you will get some kind of answer.

 

 

Note: Enter the Weather cheat multiple times to toggle through rain, clouds, clear days and snow.

Note: Unlike GTA 4, you can spawn more than one vehicle at a time.

No cheats, but there is an exploit.  From IGN;

 

"Similar to the Instant Vehicle repair exploit, Instant Health Refill works outside of Missions and requires two characters to perform. Simply switch characters when badly wounded and immediately switch back. Your life meter will be restored."

 

Note that this works with vehicles outside of missions as well; switch to a character and immediately switch back to your original and your vehicle will be repaired.
