Another new lcpdfr install problem

So heres the latest, I purchased a computer that had been reformated with Windows 7 64bit. Done a clean install through STEAM and then I had hard drive issues so I had to re-install windows and re-download STEAM and GTA IV with the latest 1.0.7.0 again. I have installed all credentials and ran the LCPDFR installer, but I had to actually choose where my GTA IV directory was because LCPDFR installer couldn't locate it automaticlly(thought this was weird). I chose the proper directory file and LCPDFR installed successful. All files were installed properly in my GTA IV directory . The game runs perfect, so I tried ALT+P and also CTRL+P with no success. Also I checked my registry to see if I could see GTA IV under HKEY_LOCAL_MACHINE  with no success. Although I do see it under HKEY_CURRENT_USER. I then ran the Diagnostic Tool and came up with this:

Make sure that you are running the game with the administrative rights by going to GTA IV/EFLC folder, right click on GTAIV.exe/EFLC.exe, select 'Properties' then 'Compatibility' and enable option 'Run this program as administrator', also do the same exact thing to the LaunchGTAIV/EFLC.exe (if you have Windows 8, then ignore LaunchGTAIV/EFLC.exe part).

I'm the Administrator on my computer, but everything was still installed with administrative rights.

 

Right click on the any shortcut you got on desktop and see if you have the option to run program as administrator. If the option is there then your user account doesn't have administrator privileges, I think.

Yes I do have that option to run as administrator. If I go to control panel/ user account. My account says "administrator".

Anyways, what little I know about computers I believe this problem has to do with it not detecting that I have GTA IV installed.. Other mods that I have tried police helper, speed reader ect. doesn't work either.

Google, how to be a super administrator on Windows 7. If you want to.

 

Install those with administrative rights:

Also, download and extract Scripthook.dll and ScripthookDotNet.asi files to your GTA IV/EFLC root folder (http://www.hazardx.com/details.php?file=83) and overwrite the files when asked.
