How do I?

Recently I have aquired GTA 4 and want to know what skins I should get for my cop cars. I've seen some really fancy with multiple lights, but how would I operate that? Someone give me a quick lesson.

Quick lesson it is. 

1. Make sure you have ELS-enabled vehicles. You can find those vehicles in the downloads section. 

2. Download ELS ('?do=embed' frameborder='0' data-embedContent>>). Read the ELS readme. It should answer any questions to start with.
