DFA Error After Installing LCPD:FR.

I just installed GTA 4 on my new PC and I am playing Single Player and Multiplayer smoothly for quite some time. Then I installed LCPD:FR and started the game. I took a car and was just going to move and my GTA 4 minimized. I tried to Maximize it again but it didn't. Instead a DFA error stating "GTA IV FATAL ERROR: DFA did not initialize properly. Please make sure you are using LaunchGTAIV.exe to launch the game" came up. 

 

When I uninstalled LCPD:FR it started working again. I have 1.0.7.0 Patch and regular GTA 4. Please help me, because I really want to play LCPD:FR.

Are you using LaunchGTAIV.exe to start the game?

This, and is it a legal copy of the game? Also, launch the game as administrator by going to the GTA IV folder, right click on GTAIV.exe, Properties, Compatibility and select 'Run this program as administrator', also do the same exact thing to the LaunchGTAIV.exe.
