Hello cena12!

You can download this: (http://gtapolicemods.com/downloads.php?do=file&id=488) and follow the instructions in the readme

The file should come with lines for vehicles.ide and handling written out in the readme file. Alright, Install the PoliceB file into your vehicles.img. I recommend using OpenIV for this (http://openiv.com/WebIV/guest.php?get=1).

Then go to your handling file: Make a new line named PoliceB in the bikes section and copy the handling data from the readme file. Now, go to your vehicles.ide and make a new line there named PoliceB. Copy the vehicles.ide line from the readme file.

Install Simple Native Trainer (http://www.gta4-mods.com/script/simple-trainer-version-65-f2115).

Then go to your Trainer.ini : Go down to Added Cars, rename the First Car PoliceB. It should be after that model name. In that slot write policeb.

Hope this helps.
