Yes, it can be made. You could probably just take the sounds from the video. You only need a small clip of each. The wind down for the Q might be a bit hard because its long but other than that its possible

I know its long but i think they maybe could cut off some of it

Would you be willing to try and learn yourself? It really isnt that hard. All you need is a sound editing program and the audio editor for gta iv. Plus the siren sounds

If you have any questions dont hesitate to ask someone. We all started somewhere and its better to learn how to do it yourself and make it for yourself and feel good about it, have it exactly the way you want it, and make it whenever you want.
