what do i need to make a  car for  gta Iv as i want to start to make cars  for  Gta  and  i have no clue what i need  i know i need ZModeler2 but what else do i need 

Do you just want to turn a car, say a Crown Vic, into a police car? Or do you want to make your own cars from scratch?

Well if you attempt to unlock a locked wft file and even as much as show a pic of it, you'll get a terribly bad rep here. I don't know much about scratch modelling as I've never tried it, but there's a tutorial on youtube and one in the "Tutorials" section of LCPD:FR. For turning cars into police try hlsavior's tutorial series.

You just need ZModeler, an unlocked car and some (not much) 3D modeling experience. You should be good to go after you have them

You also need to practice and not release sub par vehicles, and I would suggest picking up a box of Aspirin.

Also you need ALOT of free time, moddeling take up alot of time and cant be done in like 15 minuets. you also need a PAID copy of Zmodler2 (do not get 3 because it dose not support .wft) you all so need alot of patience, as modelling can be very stress full.

Thats basically it, people tend to convert vehicles from other games, or they create models from scratch, unlocked vehicles arent common.
