I have a question. I heard there were ways to turn a non emergency vehicle in-game of GTA IV like a bobcat with a police vehicle mod over it. I know you can do that, but the sirens won't work so is there anyway to put a siren on a non-emergency default vehicle in GTA IV? If so, then how? And sorry if this is the wrong section.

download ELS7 it has a siren for every vehicle slot you put into ELS if you have any questions about adding cars to the ELS.ini Please consult the ELS Manual OR the ELS7 Fix center thread (Pinned)

To my knowledge, (this is what I did with els v6 to Feroci2 and Perrenial2) all you do is add the vehicle name to your ELS configuration file ex:

 

[ NSTOCKADE ]

Status = on

File = default_config

 

Change to:

 

[ BOBCAT ]

Status = on

File = default_config

 

Test this first because I do not know about ELS V7 or not.

OMG why didn't I think of something like that? lol thanks man, I know how to edit the ELS config, I just didn't know that that's what you had to do lol. I will be sure to do this, again thanks :)

And If you want to use those slots as police vehicles where you can pull over vehicles ad they actually respond to your siren, edit it in your Vehicles.dat BayAreaBuggs did a tutorial on it on his channel. 

Are you guys able to pullover civilian vehicles during LCPDFR gameplay with the additional ELS v7 slotted vehicles (Emerg1, Emerg2, ect...)? I tried on numerous occactions with the nondesignated police slots/vehicles and could never get those particular slots/vehicles to work correctly on emergency needs (cars moving over) and pullovers/takedowns.

Replace said vehicle where it says this, for Example: BOBCAT,     BOBCAT 
With This 
POLICE,		POLICE,		VEH@STD,	VEH@STD_RI1,		100,	999,		0.2345, 0.2345,		0.2,	2,	1.0	,1,	ext_requi+ext_strong+livery
