Learn VisualBasic.NET (easier) or C# (deeper), then read documentations about GTA IV specific coding.

You won't make a script in one day, you have to learn, test, fail, work harder, etc...

Download 2010 - Download 2012 (I find 2010 way better)
 
ScriptHookDotNet Dev & Docs : necessary for GTA IV .NET scripting. Look at GTA forums in IV Coding section for tutorials, samples, and help. Need a lot of learning !

Adding to what guys said already:

- use this list of native functions if you can't achieve something with SHDN functions - http://www.gtamodding.com/index.php?title=List_of_native_functions

- with this you can partially figure out how undocumented native functions work - https://bitbucket.org/ThreeSocks/gtaiv-example-mods/src/fa2e58d5d942/natives.h

- decompile original missions from GTA (OpenIV can do that) and use it to figure out how some stuff works

- be patient

My dad said he has a free online learning class and they teach you different scripting languages and stuff. I could ask him for it if you want to try it, I guess.

 

But as Wound said, you aren't going to learn in one day.

That tutorial is filled with errors, don't even bother reading it.

 

1. Learn c++ cplusplus.com or learn c# http://msdn.microsoft.com/en-us/library/aa288436(v=vs.71).aspx, which will take at least a month to learn the basics 

 

2. Start lots of trial and error coding sessions and use the IV .Net IRC for help
