Hello I'm a tad new to the community and I have finally have a good enough pc to run GTA etc but for LCPDFR do I need to have a 100% game to be able to patrol around the entire map?

No,  You can unlock the map using the trainer.

I believe that as soon as you go on duty it unlocks the whole map as well.

Nope the lcpdfr mod opens the hole map for you (or at least it does for me)  

no but it does help to get a little progress into the game if you want more safe house and be able to save close to a police department

Like the guy above said, it's good to progress so you can save next to a PD. You could also download a 100 percent progress savefile, or simply get a trainer with teleportation, and teleport to the PD quickly, which is what I do.
