SparkIV and a photo editing software, such as GIMP should do it as far as I know. I don't think you need high tech wizardry (unless that's what you call GIMP).

EDIT: That's just a guess.

OpenIV to view models and export/import/overwrite textures and a photo editing program like Photoshop, GIMP or even Paint.NET.

As the other two people who replied, you would use SparkIV or OpenIV

And lastly find a decent photo editor to use, i use photoshop for editing, ect.

Yes, you just have to get used to the basics of editing and aligning images when you are working on your project.

You'll get the hang of it after creating some samples and importing into the game and see how it looks and see what you can change about it, and people often come up with a new texture idea after looking at their samples while in game. :turned:

When I started it took me quite some hours. Now I can do any uniform basically in 2 minutes. But you really need patience to remove little stuff, and other stuff, because there are lots of graphical glitches while trying to create uniforms.
